Titan cobaltpiece | | Unable to buy items from Kobold vendor (Allied)

It's this known? Kobold vendor only has options for small talk and titan cobaltpiece exchange. No regular shop. When you select small talk, he talks as if I have no reputation with the tribe, even though I'm Allied.
Anyone else have this issue? I haven't checked other 2.0 beast tribes yet.
