Hello,
I am an educator seeking to transition into a software development role. I have a degree in social studies background, but I am currently completing an online Computer Science degree through WGU. I'm nearly done with the program, and I have been applying to Software internships and entry level roles over the past few months, but I have only received rejections (with the exception of one company which sent me an OA)
I'm attaching an anonymous version of my resume below. I do have much more work experience but it is all teaching related and I didnt want to make the resume longer than 2 pages. I also included some projects which I have completed through my course work on GitHub.

Main hub thread with the full 131 rankings Hawai’i nei. When I think of Hawaii football, I think of a rich state-wide sporting culture that manifests as 11 warriors flying around the football field. Hawaii’s had an up and down, but very proud, football history. Going 0-12 in 1998 to subsequent 9-4 and 3-9 records the following years might be a perfect microcosm of Rainbow Warrior football. For me, and I’m sure for a lot of other fans, the Colt Brennan Hawaii teams in ‘06 and ‘07 were some of the funnest teams to ever watch, and I look forward to watching games in the new Aloha Stadium once complete.

Hawaii’s 0 consensus All-Americans is surprising given the talent of some players that’ve come through the Aloha state. WR Greg Salas led the nation in receiving yards in 2010, catching 119 passes for 1889 yards and 14 TD, but still couldn’t get everyone to say “this guy’s an All-American.” Neither could WR Ashley Lelie, who was 2nd in 2001 with 1713 yards, and led the nation with 19 TD. Not to mention Colt Brennan and some of the other skill position players from those 2006/07 teams. Players aside, Hawaii’s had a healthy rate of winning seasons (20 seasons of .500 win % or better), conference titles (1 every 10 years), players drafted (over 1 a year), and has a winning bowl record, including a 6-4 record in Hawaii Bowls.
Top 5 Seasons
Worst Season: 1998 (0-12 overall, 0-8 WAC) Hawaii STUNK. Coach Fred von Appen finished his 3 year tenure as head coach with a 5-31 record, with 1998 being Hawaii’s only ever winless season. #24 Arizona, whose coaching staff featured Hawaii coaching expats Dick Tomey, Rich Ellerson, and Bob Wagner, beat the Warriors 27-6 in the opener. It set the tone for the season, as Hawaii went winless while Arizona finished 12-1. After a loss to Utah, 0-20 and 0-28 losses to Arkansas State and SMU put them at 0-4. The closest score the rest of the season season was just 10 points in a 20-30 loss to New Mexico. Worst losses included 13-30 to 3-8 UTEP, 17-45 to 4-8 San Jose State, 12-51 to 5-6 Fresno State, and 21-47 to 3-9 Northwestern. Overall, Hawaii ranked dead last in offense with 12.4 PPG while giving up 35.2 PPG against the 79th ranked Strength of Schedule. In 1999 new head coach June Jones would complete the biggest turnaround in NCAA history, winning 9 games.
This ranks as the 5th worst season ever, by any team, since 1983.
5. 1988 (9-3 overall, 5-3 WAC) Now let’s take it back 10 years in the past, from 1998 → 1988. Hawaii was a better football team back then. 2x Super Bowl champion kicker Jason Elam, just a freshman at the time, nailed 47 and 23 yard FGs in the 4th quarter in a 27-24 upset of #9 Iowa. A week 6 matchup between 4-0 Hawaii and 4-1 UTEP would determine who’d be Wyoming’s biggest challenger for the WAC title, but UTEP won 42-25. Andy Reid was an OL coach for the Miners at the time. Hawaii did their best to keep pace in the conference, going 7-2 with close wins over San Diego State and the now defunct Long Beach State 49ers. A loss to #16 Wyoming ended any shot at a WAC title, but wins over Air Force and Oregon to end the year were sweet, with Hawaii finishing the year 2-0 against Power 5/6 teams (Iowa and Oregon). QB Warren Jones was one of the best players in the WAC, leading the conference in passer efficiency, throwing 2000+ yards with 19 TD 11 INT, and adding another 669 and 8 TD on the ground.
4. 2001 (9-3 overall, 5-3 WAC) The 2001 senior class had had enough. From 0-12 in 1998 to 9-4 then 3-9, what the heck did 2001 have in store? Nobody knew. The season opener against FCS team Montana was anyone’s bet, as the Grizzlies were #2 in the FCS rankings. Hawaii won 30-12, but 2 straight one-possession losses had them fall to 1-2. That’s when QB Nick Rolovich and the offense took flight. 3 straight wins including a 66-7 pummeling of UTEP improved Hawaii to 4-2. Hosting David Carr and #18 Fresno State in a packed Aloha Stadium of 38,000, Rolovich threw a 20 yard TD pass with 13 seconds left to win the Golden Screwdriver 38-34. Splitting their next 2 games, Hawaii was 6-3 with 3 of their toughest games left, and Rolovich WENT NUCLEAR. He outdueled Ben Roethlisberger and 7-3 Miami (OH), throwing 7 TD passes in a 52-51 win. That was followed up by a 5 TD performance against Air Force, winning 52-30. And the best was saved for last. Hosting 12-0, #9 BYU, Rolovich had the performance of a lifetime, throwing 8(!!!) TD passes in a 72-45 shocker, blowing the doors off the Cougars in a sold out 50,000 seat Aloha Stadium. Chad Owens had a kick return TD and punt return TD, and set an NCAA record for return yards in a single game with 342. WR Ashley Lelie had a monstrous 8 catches for 262 yards and 2 TD.
But despite the 9-3 record, Hawaii wasn’t invited to a bowl game, which spawned the creation of the Hawaii Bowl in 2002. Rolovich ended the year with 3361 passing yards 34 TD 9 INT, 3rd in the nation in passing TDs.In his last 3 games, Rolovich had 20 passing TD with just 1 INT, arguably the best 3 game stretch by a player in Hawaii history. Ashley Lelie had 84 catches for 1713 yards and 19 TD, and was the 19th overall pick by the Denver Broncos in the 2002 NFL Draft. Backup QB Timmy Chang would go on to become the NCAA’s all time leading passer with 17,072 yards by 2004.
3. 1992 (11-2 overall, 6-2 WAC) This isn’t the usual Hawaii team you’re used to. They ran the option. They were 2nd in the nation in rushing. The starting RB ran for more yards than the entire team passed for combined. It makes sense when you notice their 6th year offensive coordinator was Paul Johnson, future Navy and Georgia Tech head coach. The season opener featured a 24-21 win against Oregon in Autzen Stadium, following up with a 6-3 win over an Air Force team that finished 1991 in the top 25, and finishing the opening 3-week stretch with a 36-32 win over BYU, who was coming off 3 straight years of top 25 finishes. After a minor setback against Utah, Hawaii reeled off 4 straight wins to improve to 7-1 and be ranked #24, before losing to San Diego State and Marshall Faulk. Thanks to a 42-18 win over Wyoming, Hawaii clinched a share of the WAC title, sharing it with Fresno State and BYU, both of whom Hawaii beat. The regular season finished with a nice 36-23 win over Pitt, and then 27-17 over Illinois in the bowl. Hawaii finished with an 11-2 record, #20 ranking, and 3-0 record against Power 6 (7?) teams. RB Travis Sims set a Hawaii single season record with 1498 rushing yards, on a WAC-best 6.8 YPC.
2. 2006 (11-3 overall, 7-1 WAC) And here we have the teams everyone knows about. The June Jones/Colt Brennan “throw it every down because you can’t stop us” offenses that turned kids like me into college football fans. A 1-2 start featured understandable losses at Alabama and at Boise State, who finished 13-0. Hawaii won 10 of their last 11, including a win over 8-5 Nevada, a 54-17 win over 9-4 San Jose State, three 50+ point wins over Idaho, Utah State, and Louisiana Tech, a 42-35 win over Purdue, and finally a 41-24 win over Arizona State in the Hawaii Bowl. Those wins, along with losses to Alabama away, a 10 win Oregon State, and an unbeaten Boise State, earned a #22 final ranking in my algorithm. In some ways, this team was better than their 2007 version that went 12-0.
Hawaii led the nation in scoring with 46.9 PPG, with the next closest team averaging just 39.7 (Boise State). There was a bigger difference between Hawaii and 2nd place than 2nd place and 12th place! QB Colt Brennan set an NCAA record for passing efficiency in a season and passing TDs in a season, completing 72.6% of passes for 5549 yards 58 TD and just 12 INT. Brennan finished 6th in Heisman voting and won the Sammy Baugh Trophy and WAC Offensive POTY. RB Nate Ilaoa was a 5’9 245 lb do-it-all freak of nature, rushing for 990 yards and 13 TD on 7.6(!) YPC, and caught 67 passes for 837 yards and 5 TD. For a 245 lb RB, he accumulated 1827 yards and 18 TD on 9.2 yards per touch! WR Davone Bess led with 1220 receiving yards, Jason Rivers was second with 1178, and Ryan-Grice Mullen (2nd in Hawaii career receiving TDs) added 770. All three had 10+ receiving TDs.
Hawaii had 17 punts all season, setting an FBS record for the least amount of punts per game with just 1.2. There were 5 games in which they didn’t punt a single time!
1. 2007 (12-1 overall, 8-0 WAC) In 2007, a perfect storm of returning talent + easy schedule combined to help Hawaii complete one of the most magical regular seasons we’ve seen from a team. Hawaii went 12-0, with some games being too close for comfort (45-44 OT win over Louisiana Tech, 42-35 OT over San Jose State, 28-26 over Nevada), but ultimately ending with big wins over #17 Boise State and Washington. #14 Hawaii and #17 Boise State played late in the year for the outright WAC title, with Hawaii coming out on top 39-27, outgaining Boise by 200+ yards with 5 passing TD from Brennan. #10 Hawaii played #4 Georgia in the Sugar Bowl, but the Bulldogs played like the best team in the nation that night, winning 41-10.

Brennan finished his career as the NCAA’s all time leader in passing TDs with 131, doing so in just 3 years. Hawaii’s esteemed WR trio went off, with Ryan Grice-Mullen snagging 106 balls for 1372 yards and 13 TD, Davone Bess getting 108 catches for 1266 yards and 12 TD, and Jason Rivers catching 92 passes for 1174 yards and 13 TD. All 3 finished as Hawaii’s top 3 all-time leading receivers: Rivers with 3919 yards, Bess with 3610, and Grice-Mullen with 3370. June Jones was named WAC Coach of the Year and was a finalist for the Eddie Robinson Coach of the Year award.
2007 Hawaii nearly missed out on finishing as a top 50 Group of 5 team since 1983 according to my algorithm, but is an honorable mention.

I need to understand what a resource is. I'm not sure if it is a C++ concept, a Windows concept or a VS concept.. or a combination of those
A good video on the subject (not from a conference those tend to be too long on programming subjects) would be appreciated.
I use VS 2022 c++20 msvc 19
The immediate problem I have right now is that I have a console application and I have made a resource readme.md
I want to be able to load this file so that I can shellExecute it from my debug or release builds.
But I'm lost where to start.
Also I have no installer for my project, neither do I have plans for one.
In general I have a decent grasp of C++.. I am somewhere on the low or mid-intermediate level for most things. Some areas I'm not really good at all, like concepts/requires. This "resource" files area I have not yet explored though. I do most of my learning on the fly while I work on my projects.

According to 2022 and 2023 ratings, the MLS is close to surpassing the NHL as the 4th most popular league in North America. However, in the 1980s-1990s, the NHL was head-to-head with the NBA. Today, the NBA is more popular than the NHL despite the NBA being flawed due to its luxury tax and smaller market teams being designed to fail. The NHL's popularity began to fall around the time Bettman took over. Whether or not this is relevant is up to you but right now, that's not important. I believe if we want to grow the game we have to start looking beyond the borders of the NHL and start looking closer at the development path players take to get there.I'm going to list the development paths in both the U.S. and Canada for reference;
- Hockey levels in the United States: -House League / Selects -Tier 2 Youth hockey (B, Lower A, Upper A, AA) -Tier 1 Youth Hockey (AAA) Leagues; T1EHL, 4CHL, T1HF, ECEL, etc. -High School / Prep Hockey -ACHA D3 -ACHA D2 -Tier 3 B Junior Hockey (USPHL Elite, EHL Premier, NA3HL) -Tier 3 A Junior Hockey (USPHL Premier, EHL) -NCAA D3 / ACHA D1 -NCAA D2 -Tier 2 Junior Hockey (NAHL, NCDC) -Tier 1 Junior Hockey (USHL)-NCAA D1
- Hockey levels in Canada -House League / Selects -Minor Hockey (C, B, BB, A, AA) -AAA Circut -Prep Hockey (CSSHL) -Junior C- Junior B -U Sports Hockey -Junior A -Major Junior (CHL; OHL, WHL, QMJHL)
What can we do to grow the game? -The CHL and NCAA need to come to an agreement allowing CHL players to play NCAA; right now if you play Major Junior hockey you cannot play NCAA so if you don't make the NHL, you don't really have anywhere to go especially if you do not want to go to Europe. -That brings me to my second point; we NEED more NCAA hockey. Right now there are only 64 NCAA D1 teams. We should have double that amount of teams; 128. We need to add the ACC, SEC, and PAC-12, plus two additional conferences, one in the southeast and another in the west. Schools with an NHL or minor league arena within 20 min of campus should explore the possibility of adding teams. Some college basketball arenas can already accommodate ice hockey, why not explore adding teams there too? Can you imagine if college hockey was popular enough to have millions of people making National Championship brackets? Imagine how many young kids would see that and decide to start playing. -Merge the FPHL and SPHL and rename the league the ECHL. The current ECHL would be renamed the IHL. We need 3 minor leagues so more players can get the opportunity to play in the NHL development system AND more small cities would be able to support a local team hopefully sparking more interest in the youth community. -If you want to talk about growing the game in North America, you have to look beyond just Canada and the United States. The NHL should have a prospect summer league similar to the MLB's Arizona Fall League. I propose we put this league in Mexico. Have four teams; Mexico City (@Arena CDMX), Monterrey (@Arena Monterrey), Guadalajara (@Arena Guadalajara), and San Luis Potosi (@Arena Potosi). Each team would be affiliated with an NHL division. Teams would be made up of each division's best prospects. The season will be 8 weeks. The championship will take place the week before the start of the NHL preseason. Advertising games in these big cities should hypothetically get people interested in the game. -The PHF and the PWHPA should merge and put each of the PWHPA teams in cities then add one expansion team to get to 12 teams. Call it the WNHL. There needs to get a league that young girls around the world can dream about playing in; just like so many young boys dream about playing in the NHL. -We need a World Cup. The IIHF, NHL, and the Champions Hockey League should team up and create an independent World Cup sponsored by all three enterprises. It would take place every 4 years, in between each World Cup there'd still be the same World Championships but the World Cup would feature all the NHL players. ________________________

I had it working for a little bit but it stopped working. Now it will appear in MCM and none of its features work. I've tried moving it around my load order in Mo2, I've tried uninstalling and reinstalling, and I've tried updating to the newest version but nothing seems to work.

2023.06.10 14:21 JPAnalyst [OC] Which teams have the best legacy at Defensive Line since the merger?
For this analysis, I combed through the data from 1970 to present and calculated the average annual number of Pro Bowlers, first-team AP All-Pros, and Hall of Famers by franchise and by positional group to help determine which teams were the best at each position. The data was used to help guide some of my choices here (chart at the end).
This is a piece of a much longer post I made for a site I wrote for in 2022, but I'm breaking it up by positional group to make it more consumable and focus on one position at a time.
Notes: - Sack totals before 1982 are the unofficial sack numbers recently added to Pro Football Reference
- All references to All-Pro are first-team Associated Press All-Pro only
- HOF seasons for each team are tabulated only from the season the player played for each team (example: Washington gets 5 Champ Bailey seasons, Denver gets 10)
Vikings
A defensive unit doesn’t earn the moniker
The Purple People Eaters unless they are one of the most commanding and fearsome fronts in the NFL. The Vikings dominant legacy on the defensive line stems from the 1970s but it didn’t end there. From 1970-1976 the Vikings had a top five defense in points allowed six times as they went 75-22-1 and made three Super Bowl appearances. The line was anchored by two Hall of Famers in Carl Eller and future Minnesota Supreme Court Justice, Alan Page. In the late ‘80s and ‘90s two more HOFers Chris Doleman and John Randle would continue the tradition that the
Purple People Eaters began in the late ‘60s. Doleman would end his career with 150.5 sacks, the 7th most in NFL history. The four Hall of Famers, Doleman, Randle, Eller, and Page plus 4-time AP All-Pro Jared Allen combined for a total of 706 sacks and make up 25% of the top-20 list for career sacks. Kevin Williams a 300+ pound run stuffer who could also get after the quarterback (career best 11.5 sacks in 2004) was the linchpin of the defensive line in the early to late 2000s. He would go on to make six Pro Bowls and earn five AP All-Pros. All-in-all the Vikings had a HOF defensive lineman on their roster 44% of the time since the merger, and in thirteen of the 52 years they had two HOFers on the D-line, while averaging nearly a Pro Bowler every season.
Rams
Deacon Jones was arguably one of the most feared players in NFL history, and although most of his dominance was in the 1960s when he had three seasons with 20+ sacks, he kicked off the post-merger Rams era with a Pro Bowl season at the age of 32. He wouldn’t do much for the Rams after his 1970 season, but he set the stage for the rest of the decade in which the Rams would have a top-5 defense for points allowed in seven of the 10 years. The Rams never won a Super Bowl in the ‘70s, but they would make the Conference Championship half of the time. The Rams had a HOFer on the defensive line every single season during the 1970s, often more than one. In 1971 their defensive line had THREE HOFers in Deacon Jones, Jack Youngblood, and Merlin Olsen. 1971 would be Jones’ last season with the Rams, but Olsen and Youngblood would go on to terrorize opponents throughout the decade and rack up 13 Pro Bowls and six AP All-Pros between them. Book-ending this reign of terror is certain future Hall of Famer Aaron Donald who came up big in the final moments of Super Bowl LVI by stopping the Bengals on their final drive for no gain on 3rd and one and then pressuring QB Joe Burrow into an errant throw on 4th and one before and finally jumping to his feet and pointing to his ring finger as the Rams won the Super Bowl. Donald has known nothing but accolades and awards since he entered the league, winning Defensive Rookie of the Year, a Pro Bowl in each of his eight seasons, seven AP All-Pros and three AP Defensive Player of the Year awards. Jones (173.5 sacks) and Youngblood (151.5 sacks) are ranked 3rd and 6th all time, while Donald leads all players in sacks with 98 since he has entered the league.
Cowboys
Offense wins games, defense wins championships. Although this phrase doesn’t apply in the modern NFL, there is always a thread of truth to a common adage and the Cowboys exemplify this saying. From 1970 to 1995 the Cowboys have been to eight Super Bowls, winning five, and their defense was never outside of the top ten during those Super Bowl years. Their success was, in part, due to having an overabundance of great defensive lineman. The Cowboys never went to a Super Bowl without a Hall of Fame defensive Lineman. HOFer Bob Lilly (Dallas from 1961-1974) went to two Super Bowls, HOFer Randy White (Dallas from 1975-1988) went to three Super Bowls, and in a short 5-year stint with the Cowboys, HOFer Charles Haley won three Super Bowls while anchoring a defense that averaged the third fewest points per season. Since their last Super Bowl in 1996, the Cowboys have had their share of Pro Bowlers, with players like La'Roi Glover, Jay Ratliff, and DeMarcus Lawrence, but it is the ‘70s, ‘80s and ‘90s that really carry their legacy at the defensive line position.

Cambridge as a second undergrad ― this is called Senior Status. Her
private, UNofficial reason is that her
- JD application got rejected by all the top-tier American law schools (Ivy League, Stanford, UC Berkeley, Chicago).
- LLM application got rejected by Cambridge, and her BCL application got rejected by Oxbridge.
Please improve her 4 official reasons beneath? And proffer other convincing reasons?
- Industrial strike action. In each of her 3 years, her instructors went on strike, and cancelled some lectures and classes. Hence instructors had to delist and ditch topics that they didn’t teach, and shrink the syllabi. Hence there’s much law that she ought have, but never, learned.
- Downsides of Remote Study. COVID forced her to study remotely for her whole degree. She missed out on mooting and competitions in person. She shall learn better, and more, in person the second time around.
- She can study new, different legal subjects. She shall repeat the 7 required law subjects (Constitutional, Contract, Criminal, Equity & Trusts, EU, Land, Tort). But she can pick 3 new electives.
- This 2nd undergrad law degree would take merely 2 years, and law is easier the second time around! Unlike a first undergrad (law) degree that takes 3 years, Senior Status law students finish in 2 years. My daughter reckons that she can graduate with a First, because she shall be repeating much of the legal syllabus that she already studied.

Is it just me? After watching thusday's conference, and playstation's some days ago, I have the feeling that MS can "win" this year fest by doing almost nothing.
And if it is indeed a GOOD conference, it can be a turning point.
2022 for MS was poor, that's a fact. But 2023 psx is being similar... and with nothing very exciting in the coming years. Just gaas. In my opinion, a window of opportunity opens for MS if they can capitalise.

Sadly, the World Health Organisation estimates that accidental drowning in water has been the fatal cause of death of around 236,000 people. A further 4.7 million people per year may experience non-fatal near-drowning, the effects of which can be life-changing.
An average of 3,500 to 4,000 people drown every year in the United States, and up to 70,000 more may experience non-fatal near-drowning experiences, which can be life-changing. Children, males and individuals with increased access to water are most at risk of drowning. Many of these fatal and non-fatal accidental drownings would have been highly preventable.
We are a group of researchers working to reduce the number of accidental drownings in different countries, and we need your help!
(1) How can you help? We ask you to respond to our online research survey about floating capability. The findings will help inform water safety advice and swimming education and could help prevent accidental drownings in water. The findings of the survey will be presented at the World Conference on Drowning Prevention in 2023, so there is clear potential for impact.

In honor of this week’s RightsCon and 360/OS Summit, we dug into the #TwitterFiles to revisit the integration of the Atlantic Council’s anti-disinformation arm, the Digital Forensic Research Labs (DFRLabs), while also highlighting its relationship with weapons manufacturers, Big Oil, Big Tech, and others who fund the NATO-aligned think tank.
The Atlantic Council is unique among “non-governmental” organizations thanks to its lavish support from governments and the energy, finance, and weapons sectors. It’s been a key player in the development of the “anti-disinformation” sector from the beginning.
It wasn’t an accident when its DFRLabs was chosen in 2018 to help Facebook “monitor for misinformation and foreign interference,” after the platform came under intense congressional scrutiny as a supposed unwitting participant in a Russian influence campaign.
Press uniformly described DFRLabs as an independent actor that would merely “improve security,” and it was left to media watchdog FAIR to point out that the Council was and is “dead center in what former President Obama’s deputy national security advisor Ben Rhodes called ‘the blob.’”
What’s “the blob”? FAIR described it as “Washington’s bipartisan foreign-policy consensus,” but thanks to the Twitter Files, we can give a more comprehensive portrait.
In the runup to the 360/OS event in that same year, 2018, Graham Brookie of the Atlantic Council boasted to Twitter executives that the attendees would include the crème de la crème of international influence, people he explained resided at the “no-kidding decision-maker level”
Similar correspondence to and from DFRLabs and Twitter outlined early efforts to bring together as partners groups that traditionally served as watchdogs of one another.
Perhaps more even than the World Economic Forum meetings at Davos or gatherings of the Aspen Institute in the US, the Atlantic Council 360/OS confabs are as expansive a portrait of the Censorship-Industrial Complex as we’ve found collected in one place.
In October 2018, DFRLab was instrumental in helping Facebook identify accounts for what became known as “the purge,” a first set of deletions of sites accused of “coordinated inauthentic behavior.”
Facebook in its announcement of these removals said it was taking steps against accounts created to “stir up political debate,” and the October 2018 “purge” indeed included the likes of Punk Rock Libertarians, Cop Block, and Right Wing News, among others. Even the progressive Reverb Press, founded by a relatively mainstream progressive named James Reader, found his site zapped after years of pouring thousands of dollars a month into Facebook marketing tools.
In the years since, DFRLab has become the central coordination node in the Censorship Industrial Complex as well as a key protagonist in the Election Integrity Partnership and the Virality Project.
Its high-profile role at RightsCon, the biggest civil society digital rights event on the calendar, should concern human rights and free expression activists.
According to their London 2019 event “360/OS brings together journalists, activists, innovators, and leaders from around the world as part of our grassroots digital solidarity movement fighting for objective truth as a foundation of democracy.”
Their Digital Sherlocks program aims to “identify, expose, and explain disinformation.”
The Twitter Files reveal DFRLabs labeled as “disinformation” content that often turned out to be correct, that they participated in disinformation campaigns and the suppression of “true” information, and that they lead the coordination of a host of actors who do the same.
Twitter Files #17 showed how DFRLabs sent Twitter more than 40,000 names of alleged BJP (India’s ruling nationalist party) accounts that they suggested be taken down.
DFRLab said it suspected these were “paid employees or possibly volunteers.” However as Racket’s Matt Taibbi noted, “the list was full of ordinary Americans, many with no connection to India and no clue about Indian politics.”
Twitter recognized there was little illegitimate about them, resulting in DFRLabs pulling the project and cutting ties with the researcher.
Twitter Files #19 further revealed DFRLab was a core partner in the Election Integrity Partnership (EIP), which “came together in June of 2020 at the encouragement of the U.S. Department of Homeland Security’s Cybersecurity and Infrastructure Security Agency, or CISA” in order to “fill the gaps legally” that government couldn’t.
As a result, there are serious questions as to whether the EIP violated the US First Amendment.
DFRLabs was also a core partner on the Virality Project, which pushed its seven Big Tech partners to censor “stories of true vaccine side-effects.”
The Stanford Internet Observatory, which led the project, is now being sued by the New Civil Liberties Alliance for its censorship of “online support groups catering to those injured by Covid vaccines.”
Debate as to the frequency of serious adverse events is ongoing, however. The German health minister put it at 1 in 10,000, while others claim it is higher.
The Virality Project sought to suppress any public safety signals at all. The Stanford Internet Observatory is also at the moment reportedly resisting a House Judiciary Committee subpoena into its activities.
TwitterFiles #20 revealed some of the Digital Forensic Lab’s 2018 360/0S events, which brought together military leaders, human rights organizations, the Huffington Post, Facebook and Twitter, Edelman (the world’s biggest PR firm), the head of the Munich Security Conference, the head of the World Economic Forum (Borge Brende) a former President, Prime Minister and CIA head, intel front BellingCat and future Nobel Peace Prize winner Maria Ressa, all to combat “disinformation.” We can now reveal more.
The Atlantic Council is a NATO-aligned think tank established in 1961. Its board of directors and advisory board are a Who’s Who of corporate, intelligence and military power, including:
- James Clapper – former Director of National Intelligence whose tenure included overseeing the NSA during the time of the Snowden leaks. Asked whether intelligence officials collect data on Americans Clapper responded “No, sir,” and, “Not wittingly.” Clapper also coordinated intelligence community activity through the early stages of Russiagate, and his office authored a key January 2017 report concluding that Russians interfered in 2016 to help Donald Trump. Clapper has been a 360/OS attendee.
- Stephen Hadley, United States National Security Advisor from 2005 to 2009 (also a 360/OS attendee)
- Henry Kissinger, former US Secretary of State who oversaw the carpet bombing of Vietnam, among other crimes against humanity
- Pfizer CEO Anthony Bourla
- Stephen A. Schwarzman, Chairman, CEO, and Co-Founder, The Blackstone Group
- Meta’s President for Global Affairs, Nick Clegg
- Richard Edelman, CEO of the world’s largest PR firm (and 360/OS attendee)
- The Rt. Hon. Lord Robertson of Port Ellen, Former Secretary General of NATO
- Ambassador Robert B. Zoellick, Former President of the World Bank
- Leon Panetta, former US Secretary of Defense & CIA Director. Panetta oversaw the US’s massive growth in drone strikes.
- John F. W. Rogers. Goldman Sachs Secretary of the Board
Chuck Hagel, chairman of the Council, sits on the board of Chevron and is also a former US Secretary of Defence.
The Atlantic Council raised $70 million in 2022, $25 million of which came from corporate interests.
Among the biggest donors were: the US Departments of Defense State, Goldman Sachs, the Rockefeller Foundation, Craigslist founder Craig Newmark, Google, Crescent Petroleum, Chevron, Lockheed Martin, General Atomics, Meta, Blackstone, Apple, BP, eBay founder Pierre Omidyar, Raytheon, ExxonMobil, Shell, Twitter, and many more.
Ukraine’s scandal-ridden energy company, Burisma, whose links to Hunter Biden were suppressed by the August 2020 table-top exercise coordinated by the Aspen Institute, also made a contribution.

The Atlantic Council and DFRLabs don’t hide their militarist affiliations.
This week’s OS/360 event at RightsCon Costa Rica runs together with a 360/OS at NATO’s Riga StratCom Dialogue, which DFRLab note they have “worked closely with” “since 2016.”
DFRLabs was founded in 2016, and has been a major catalyst in expanding the “anti-disinformation” industry.
Among non-governmental entities, perhaps only the Aspen Institute comes close to matching the scope, scale and funding power of DFRLabs.
DFRLabs claims to chart “the evolution of disinformation and other online and technological harms, especially as they relate to the DFRLab’s leadership role in establishing shared definitions, frameworks, and mitigation practices.”
Almost $7 million of the Atlantic Council’s $61 million spent last year went to the DRFLabs, according to their 2022 annual financial report.
Through its fellowship program, it has incubated leading figures in the “disinformation” field.
Richard Stengel, the first director of the Global Engagement Center (GEC), was a fellow.
GEC is an interagency group “within” the State Department (also a funder of the Atlantic Council), whose initial partners included the FBI, DHS, NSA, CIA, DARPA, Special Operations Command (SOCOM), and others.
GEC is now a major funder of DFRLabs and a frequent partner
In this video, Stengel says, “I’m not against propaganda. Every country does it, they have to do it to their own population, and I don’t think it’s that awful.”
Stengel was true to his word, and apart from DFRLab, the GEC funded the Global Disinformation Index, which set out to demonetize conservative media outlets it claimed were “disinformation.” (See 37. in the censorship list)
He thought the now-disgraced Hamilton68 was “fantastic.” In total, GEC funded 39 organizations in 2017.
Despite Freedom of Information requests, only 3 have been made public to date.
Roughly $78 million of GEC’s initial $100 million budget outlay for fiscal year 2017 came from the Pentagon, though the budgetary burden has shifted more toward the State Department in the years since.
The Global Engagement Center was established in the last year of Barack Obama’s presidency, via a combination of an executive order and a bipartisan congressional appropriation, led by Ohio Republican Rob Portman and Connecticut Democrat Chris Murphy.
The GEC was and remains virtually unknown, but reporting in the Twitter Files and by outlets like the Washington Examiner have revealed it to be a significant financial and logistical supporter of “anti-disinformation” causes.
Though tasked by Obama with countering “foreign state and non-state propaganda and disinformation efforts aimed at undermining United States national security interests,” its money has repeatedly worked its way back in the direction of policing domestic content, with Gabe Kaminsky’s Examiner reports on the GDI providing the most graphic example.
GEC frequently sent lists of “disinformation agents to Twitter.” Yoel Roth, former head of Trust and Safety referred to one list as a “total crock.” Roth is now a member of DFRLab’s Task Force for a Trustworthy Future Web. Let’s hope he brings more trust than Stengel. You can read more on GEC’s funding here.
Other DFRLab luminaries include Simon Clark, Chairman of the Center for Countering Digital Hate (a UK “anti-disinformation” outfit that aggressively deplatforms dissidents), Ben Nimmo (previously a NATO press officer, then of Graphika (EIP and the Virality Project partners) and now Facebook’s Global Threat Intelligence Lead), and Eliot Higgins of Bellingcat.
Bellingcat has an ominous reputation, which it’s earned in numerous ways, including its funding by the National Endowment for Democracy...
Most recently, Bellingcat assisted in the arrest of the 21-year-old Pentagon leaker, further speeding up the abandonment of the Pentagon Papers Principal where the media protected, rather than persecuted, leakers.
Bellingcat was part of 360/OS backroom meetings with former intel chiefs, the head of Davos and the Munich security conference among many others, as we will see soon.
The Virality Project built on the EIP and had partnerships with Twitter, Facebook, Instagram, Youtube, Google, TikTok and more to combat vaccine “misinformation.”
Stanford and DFRLab partnered with the University of Washington’s Center for an Informed Public, Graphika, NYU Tandon School of Engineering and Center for Social Media and Politics, and the National Congress on Citizenship.
Through a shared Jira ticketing system they connected these Big Tech platforms together, with Graphika using sophisticated AI to surveil the online conversation at scale in order to catch “misinformation” troublemakers.
VP went far beyond any kind of misinformation remit, most infamously recommending to their Big Tech partners that they consider “true stories of vaccine side effects” as “standard misinformation on your platform.”
A Virality Project partner called the Algorithmic Transparency Initiative (a project of the National Congress on Citizenship) went further.
Their Junkipedia initiative sought to address “problematic content” via the “automated collection of data” from “closed messaging apps,” and by building a Stasi-like “civic listening corps,” which in recent years has taken on a truly sinister-sounding mission.
The current incarnation might as well be called “SnitchCorps,” as “volunteers have an opportunity to join a guided monitoring shift to actively participate in monitoring topics that disrupt communities”
Garret Graff, who oversaw the Aspen Hunter Biden table-top exercise, was chairman of that same National Congress on Citizenship when they collaborated on the Virality Project.
Both EIP and VP were led by Renee DiResta of the Stanford Internet Observatory, a former CIA fellow who engineered the now disgraced New Knowledge initiative, which developed fake Russian bots to discredit a 2017 Alabama senate race candidate, as acknowledged by the Washington Post.
DFRLab are the elite of the “anti-disinformation” elite.
They work closely with a wide range of actors who have participated in actual disinformation initiatives.
Here they’re invited to an elite Twitter group set up by Nick Pickles of “anti-disinformation” luminaries First Draft, also participants in the Hunter Biden laptop tabletop, and the Alliance for Security Democracy, part of the RussiaGate Hamilton68 disinformation operation.
The 360/OS event marries this tarnished record with the financial, political, military, NGO, academic and intelligence elite. Some of this is visible through publicly available materials.
Twitter Files however reveal the behind the scenes, including closed door, off-the-record meetings.
“I’ve just arrived in Kyiv” Brookie notes in 2017, as he seeks to line up a meeting with Public Policy Director Nick Pickles as they discuss Twitter providing a USD $150K contribution to OS/360 (seemingly secured), and to garner high level Twitter participation.
Pickles is visiting DC and Brookie suggests he also meet with the GEC and former FBI agent Clint Watts of Hamilton 68 renown. “Happy to make those connections,” he chimes.
360/OS events are elite and expensive — $1 million according to Brookie — so closer collaboration with Twitter, especially in the form of funding, is a high priority.
Twitter offers $150,000
When Brookie mentions the attendees at the “no-kidding decision maker level” he isn’t kidding.
Parallel to the 360/OS public program is the much more important off-the-record meeting of “decision makers ranging from the C-Suite to the Situation Room.”
Here, he is explicit about a convening of military and financial power.
Vanguard 25 is presented as a way to “create a discreet and honest way to close the information gap on challenges like disinformation between key decision makers from government, tech, and media.”

Why would such a group all gather specifically around the question of “disinformation”?
Is disinformation truly at such a level that it requires bringing together the world’s most popular author with military and intelligence leaders, the world’s biggest PR company, journalists, billionaires, Big Tech and more?
Or is this work to build the case that there is a disinformation crisis, to then justify the creation of a massive infrastructure for censorship? A glimpse of the agenda offers clues
Here the head of the most important military and intelligence conference in the world (Munich) sits down in a closed door meeting with a former Secretary of State and the Executive Vice-Chair of the Atlantic Council.
Which is followed by a closed door session with the Editor-in Chief of the ...Huffington Post and peace-maker Maria Ressa who presented to the same group of military, intelligence, corporate and other elites.
Is the role of a journalist and Nobel laureate to work behind closed doors with militarists and billionaires, or to hold them to account?
At 2022’s OS/360 at RightsCon Ressa conducted a softball interview on disinformation with current US Secretary of State Anthony Blinken.
In testimony last April 2023, former CIA deputy director Michael Morrell stated that Blinken “set in motion the events that led to the issuance of the public statement” by more than 50 former intelligence officials that the Hunter Biden laptop had “all the classic earmarks of a Russia information operation.”
The Twitter Files also revealed that in August 2020 the Aspen Institute organized a table-top exercise to practice how best to respond to a “hack and leak” of a Hunter Biden laptop.
The laptop only came to light however two months later.
In attendance was First Draft (now the Information Futures Lab), the New York Times, Washington Post, Rolling Stone, CNN, Yahoo! News, Facebook, Twitter and more.
Here, DFRLab head Graham Brookie speaks with the Aspen Institute’s Garret Graff, who coordinated the Hunter Biden tabletop exercise.
After it turned out the Hunter Biden laptop was real, and the disinformation operation was more appropriately described as having been led by the likes of Blinken and the Aspen Institute.
The appropriate response is apparently for RightsCon, DFRLab, Blinken and Ressa to put on a nice forum to promote these figures as “anti-disinformation” leaders.

Former DFRLab fellow and intel front Bellingcat founder Eliot Higgins is also invited to the closed door sessions with a former head of the CIA, a former Prime Minister and a President.
How do you keep power accountable when you are in the same cozy club? This theme runs throughout.

On the public side, we see Amnesty International participating to further collapse the distinction between those who are meant to hold power to account, and the powerful themselves.
The Iraq war gave us embedded journalists, and the “anti-disinformation” field gives us embedded digital rights activists.
The Department of Homeland Security’s Chris Krebs also joined the closed door session.
Krebs was Co-Chair of the Aspen Institute’s Commission on Information Disorder.
Other members included Prince Harry, the Virality Project’s Alex Stamos (Stanford Internet Observatory) and Kate Starbird (University of Washington and previous 360/OS participant), Katie Couric, and more. Craig Newmark attended as an observer.
Meanwhile Renee DiResta, former CIA fellow and Stanford Internet Observatory Research Director, presented with the former Prime Minister of Sweden.
This was years before she would launch the Virality Project, and take on the bugbear of “true stories of vaccine side effects.”
The President of the Atlantic Council participated in an “off-the-record, “ behind closed doors conversation on “trust” with the CEO of the world’s biggest PR firm, Edelman.
“Public relations” and “trust” may well be opposites, and trust is being destroyed not by the disinformation street crime that these groups claim to target, but by the disinformation corporate crime protected by, or in some cases created by these same people.
Disinformation is real, but its biggest purveyors are governments and powerful corporate interests.
DFRLab and RightsCon show just how far the capture of civil society by elite interests has come. Again, I made a mistake helping to co-organize RightsCon in 2015.
The jumping in bed with the government and Big Tech was arguably there in 2015, though to a much lesser degree.
It now partners with militarists in the form of the Atlantic Council and is an enabler of the “disinformation” grift that is so deeply impacting freedom of speech and expression.
The air-gaps that should separate civil society, media, military, billionaires, intelligence and government have collapsed, and many of these actors have formed a new alliance to advance their shared interests.
If weapons manufacturers funding human rights is considered legitimate then where is the red line? Effectively, there is none.
This collapse however has also been pushed by funders, who have been proactive in asking NGOs to collaborate more with Big Tech and government - something I successfully resisted for my almost 18 years at EngageMedia, critically RightsCon was the only time I let my guard down.

This is the equivalent of hosting a Climate Change conference sponsored by Shell, BP, Chevron, and ExxonMobil.
How do you keep power accountable when Big Tech pays your wage? The “let’s all work together” approach has failed.
The weakest partner, civil society, got captured and we lost.
Many more lost their way and have acquiesced to and often enabled much of the new censorship regime.
